Fix reference to NO_CUDA and NO_DISTRIBUTED (#34831)
Summary:
- replace the old build variables NO_CUDA and NO_DISTRIBUTED in CONTRIBUTING.md with the new USE_CUDA and USE_DISTRIBUTED versions.
