Allow setting TORCH_LINALG_PREFER_CUSOLVER=1 to prefer cusolver as linear algebra library globally (#106226) setting TORCH_LINALG_PREFER_CUSOLVER=1 This will allow users to prefer cusolver as linear algebra backend in their container use case.
