[Static Runtime] Fix ReplaceWithMaybeCopy test in OSS (#88099)
Summary: `ReplaceWithMaybeCopy` is guarded by `FBCODE_CAFFE` in `OptimizeGraph`. Run the pass manually to ensure it does the replacement.
