Support _to_copy to enable AMP (#73613)
AMP uses _to_copy operator to move tensors to a dtype. This needs to be captured in lazy IR and can't be if _to_copy falls through to _copy_from which pre-allocates a dst tensor. Other cases handled by _to_copy where device is changing still have to be handled 'eagerly' rather than captured in the lazy IR graph.
