Disable fusion on high rank tensor (#1573)
Disables fusion on tensor with input rank > 8, which causes assert in a few places where we have limited tensor rank support.
This avoids going through fallback on a fusion graph which we can't handle. Issue raised by @ngimel via slack discussion.
