[ROCM] Re-enable 3 previously faling tests in test_cuda.py (#55813)
Summary:
Fixes https://github.com/pytorch/pytorch/issues/53190
The following tests are passing in ROCM 4.1. Hence re-enabling them.
test_grad_scaling_multigpu
test_streaming_backwards_device_transfer
test_streaming_backwards_multiple_streams
