[ROCm] warn unsupported PYTORCH_CUDA_FUSER_DISABLE_FMA (#50508)
Summary:
nvcc's `--fmad=false` is not valid for the HIP compiler. Upcoming ROCm releases will start treating unrecognized compiler flags as an error.
