Use filelist from build_variables.bzl to fetch distributed file list (#37090)
Summary:
Rename `get_filelist` to `append_filelist`
Repalce hadcoded filelist under `USE_DISTRIBUTED` with `append_filelist("libtorch_distributed_sources" TORCH_SRCS)` call
