fix windows CI passed incorrectly (#47105)
Summary:
Fixes https://github.com/pytorch/pytorch/issues/47103 and fixes https://github.com/pytorch/pytorch/issues/45864
1. make the sh failsafe.
2. disable the failed test in windows.
