Improve error message for changing tensor metadata after .data or .detach() (#23504) Summary: When a user tries to change metadata of a tensor created from `.data` or `.detach()`, we currently shows an error message "<function_name> is not allowed on Tensor created from .data or .detach()". However, this error message doesn't suggest what the right fix should look like. This PR improves the error message. Closes https://github.com/pytorch/pytorch/issues/23393.
