Add OpInfo for `bitwise_not` and make ROCM and CUDA OpInfo tests consistent (#51944)
Summary:

This PR also enables the OpInfo tests on ROCM to check the same dtypes that of CUDA.
Few tests have to be skipped (due to failure).
