cmake: Use BUILD_INTERFACE with TORCH_SRC_DIR (#60403)

TORCH_SRC_DIR has the potential to be hardcoded thus breaking downstream
cmake extensions. Prefer CMAKE_CURRENT_SOURCE_DIR with BUILD_INTERFACE
to make it magically work together
