Update `amax/amin/norm/count_nonzero` signatures with `int[*]? dim` (#83300)
Changes `dim` arg to use `int[*]?` type for the following functions in `native_funcitons.yaml`:
* `amax`
* `amin`
* `norm`
* `frobenius_norm`
* `native_norm`
* `count_nonzero`
