Prelu OpInfo: change to mostly use positional arg
The prelu opinfo mostly used kwargs for the weight. Based on [the documentation](https://pytorch.org/docs/stable/generated/torch.nn.functional.prelu.html#torch.nn.functional.prelu), there's no default arg so it's likely going to be used more as a positional arg. This switches the majority of cases to use the positional arg, with a couple at the end that pass it as a kwarg
