[vmap] implement batching rule for fill_ and zero_ (#48516)
Summary:
Fix https://github.com/pytorch/pytorch/issues/47755
- This PR implements batching rules for in-place operators `fill_` and `zero_`.
- Testcases are added to the `test/test_vmap.py`.
