Fixes build of CUDAHooks.cpp
Fixes https://github.com/pytorch/pytorch/issues/73688
On my system, `MAGMA_INCLUDE_DIR` is `/usr/include`, and doing
```cmake
set_source_files_properties(CUDAHooks.cpp PROPERTIES INCLUDE_DIRECTORIES "/usr/include")
```
causes compilation error
