Add a .git-blame-ignore-revs file (#77357)

@malfet @janeyx99 This PR adds a [`.git-blame-ignore-revs`](https://docs.github.com/en/repositories/working-with-files/using-files/viewing-a-file#ignore-commits-in-the-blame-view) file to the PyTorch repo, to hide a few big noisy commits which currently make the GitHub blame view more difficult to use.
