Revert "[ROCm] Remove PYTORCH_MIOPEN_SUGGEST_NHWC flag (#90725)" (#110319) This reverts commit 66bfcd32fd7f41154f1fd520e14012d3f717db4d. NHWC is have perf regression on MIOpen, so reverting till the performance issue is fixed.
