[dynamo] Fix inference_mode context variable (#120830)

Fixes #120646
The module for torch.inference_mode should be torch
The input to `create` is a bool (mode?) and `_enter_inference_mode` expects a bool but [BlockStackEntry](https://github.com/pytorch/pytorch/blob/50073248ede44306b75001d26f54bb72858cacc2/torch/_dynamo/symbolic_convert.py#L206) expects `target_values` to be a list?
