[Pytorch Mobile] 'fix' filter of named parameters for FL (#54633) Summary: Pull Request resolved: https://github.com/pytorch/pytorch/pull/54633 Theres currently no information that could be used to determine what is a parameter during the loading of a mobile module. This prevents named parameters from functioning correctly.
