[ROCm] rename HIP_HCC_FLAGS to HIP_CLANG_FLAGS (#50917)
Summary:
ROCm 3.5 replaced hcc with hip-clang and deprecated HIP_HCC_FLAGS.
HIP_CLANG_FLAGS should be used moving forward. HIP_HCC_FLAGS will
be removed soon.
