Added sparse support for asin and neg functions, updated log1p (#44028)
Summary:
Description:
- [x] added C++ code for sparse `asin` and `neg` ops similarly to `log1p` op
- [x] added tests
- [x] coalesced input CPU/CUDA
- [x] uncoalesced input CPU/CUDA
- [x] added tests for `negative` and `arcsin`
Backprop will be addressed in another PR.
