[Static Runtime] [Code Cleanup] Reduce indentation depth in ops.cpp (#69028)

This change converts

} else {

}
# end of function
```
into
```
if(...) {
...
return;
}
...
```
in ops.cpp to remove the else branch to reduce the indentation depth by 1 for better readability.
