Skip test_nvfuser_extremal_values for native_batch_norm (#86897)
New tests were introduced with https://github.com/pytorch/pytorch/commit/68a6113248ac25841b524d59f9dc0f298b389ba2.
This PR explicitly skips the problematic tests.
