Changing the use from ASSERT_EQ to ASSERT_FLOAT_EQ on nn_utils test. (#83693) Changing the use from ASSERT_EQ to ASSERT_FLOAT_EQ on nn_utils.cpp:ClipGradNorm as this is the proper way to compare equality between floating point values.
