Back out "[easy][PTE] Remove GetMutableSizePrefixed* functions" (#76187) Summary: Pull Request resolved: https://github.com/pytorch/pytorch/pull/76187 The file `torch/csrc/jit/serialization/mobile_bytecode_generated.h` should be a generated file not edited by hand anymore. for internal usage please use `caffe2:mobile_byecode`.
