Clean up helpers.h, span.h, and str_split.h
Summary:
- Drop unused functions
- Drop the Helpers class name to make it consistent with how other
util functions are declared
- Rename I64List to ToI64Vector
- Remove span.h as it is not used anymore
- Move StrSplit into helpers.h
