ci: Migrate docs push to GHA (#69172)
Summary:

Migrates the docs push jobs to Github Actions by implementing a simple
WITH_PUSH switch to do the actual push.
Adds 2 new workflows for GHA:
* linux-docs (on trunk)
* linux-docs-push (on schedule)
linux-docs-push is the only workflow that actually gets access to
credentials so it should be relatively safe.
