Do not explicitly set USE_FBGEMM in tools/setup_helpers/cmake.py (#23314)
Summary:
Instead, defer its default value to CMakeLists.txt
NO_FBGEMM has already been handled in tools/setup_helpers/env.py
(although deprecated)
