[quant][pt2e] Enable testing for reference quant model representations (#107474)
Summary:
Previously these tests were disabled due to time out in dynamo export in fbcode,
this might have been resolved, so trying to enable again
Test Plan:
python test/test_quantization.py TestQuantizePT2E
