[pytorch-rpc] WireSerializer should check has_storage() (#34626) Summary: Pull Request resolved: https://github.com/pytorch/pytorch/pull/34626 We need to check has_storage() before looking at it in cloneSparseTensors(), to avoid gratuitously throwing.
