ABI: Widen the called-once function type flags to two bits.
Replace the at-most-once bit in `ExtendedFunctionTypeFlags` with a two-bit
execution semantics field, and do the same for `ImplFunctionTypeFlags` in the
type decoder, so that both can describe exactly-once function types. The
compiler still doesn't emit the metadata field.
