[cfgoptutils] Add a new overload of addNewEdgeValueToBranch that takes an InstModCallback. I reimplemented the original addNewEdgeValueToBranch to just call the new overload with a default InstModCallbacks, so nothing changed and now we can plug in callbacks to this utility!
