[cxx-interop][SwiftCompilerSources] Use the C++ stdlib overlay This replaces an unsafe C++ API call with a safe call of the C++ stdlib overlay conversion function. This assumes that SwiftCompilerSources are only built with Swift 5.8 or newer.
