[ownership] Add an additional run of the SemanticARCOpts at the beginning of the perf pipeline. I left in the run before DestroyHoisting since I believe that DestroyHoisting depends a bit on SemanticARCOpts running, but at the same time I don't want to deal with any regressions that may come from moving DestroyHoisting.
