[TF] Remove PythonKit from build presets. (#33163)
PythonKit was removed as a Swift build dependency in 9f0e0a6e2edd27f53913fb9339742d3a95296423.
PythonKit was instead added as a CMake dependency of tensorflow/swift-apis in
https://github.com/tensorflow/swift-apis/pull/1045.
