Revert "Enable run-time exclusivity checking in release mode."
This reverts commit 67403f17ec3764b93c3cb656942297988cbac009.
This will be picked up by the subsequent rebranch. Much of the code
that it exercises is new since the previous rebranch, so it makes more
sense to enable it along with other significant changes.
