CMake: do not assume target SDKs are provided when evaluting `NOT`... ... operator in `add_swift_target_library` and `add_swift_target_executable` This can be the case when building the stdlib for embedded on its own (i.e. without the compiler or other platforms). Addresses rdar://128819523
