[Windows] [Backtracing] Add Windows UI app improvements for crash logs. Hopefully fixes #93126 If the crashing program has no console, launch swift-backtrace.exe with CREATE_NO_WINDOW so that UI apps don't get a console window flashing up. Add two Windows-only output-to options: - eventlog writes the backtrace to the Application event log, split into multiple events if it is too long. This is the default for programs that have no console. - console behaves like stderr, but does not pass CREATE_NO_WINDOW, so a program without a console can force a console window to be created for swift-backtrace.exe. If that console was created just for the backtracer, it waits for a key press before closing.
