c82d59c7 - [build-script] Change default build configuration to `RelWithDebInfo`

[build-script] Change default build configuration to `RelWithDebInfo` Defaulting to `Debug` isn't actually too helpful since debug builds take quite a long time to build. Default to release with debug info instead.
