Update swift-5.0-branch to a3c7329ef7
This updates the swift-5.0-branch to a point on master that will still
work with the swift-4.2-branch of Clang/LLVM. This will allow us to do some
testing with a post-4.2 version of Swift without waiting to move to a newer
version of LLVM.
