[CMake][cxx-interop] std_span.apinotes and std_string_view.apinotes aren't installed if SWIFT_INCLUDE_APINOTES is false (#90971) std_span.apinotes and std_string_view.apinotes aren't listed in the swift_install_in_component(FILES ...) and so don't get installed if SWIFT_INCLUDE_APINOTES is false. Do some cleanup of the CMake and add them alongside std.apinotes. rdar://151888333
