Implement reflection support for Symbolic Extended Existential types. This patch adds a new SymbolicExtendedExistentialTypeRef kind, and wires it up in TypeDecoder, TypeRefBuilder, TypeLowering, and ASTDemangler. This is tested indirectly via the matching LLDB commit.
