eb67aba5 - Rename -enable-resilience to -enable-library-evolution and make it a driver flag

Rename -enable-resilience to -enable-library-evolution and make it a driver flag This is cut down from the version on the proper 5.1 branch in order to cause fewer merge conflicts. It also won't test cleanly until the next commit. (Based on 8e1402386819196be92ceb1ca68b3c382274ac74)
