[Turbopack] use Timestamp type, allow spans less than 1µs (#75479) ### What? The minimum span size of 1µs was a bit limiting. This changes it to 0.01µs. A trace viewer update is also needed: https://github.com/vercel/turbo-trace-viewer/pull/11
