chore(turbopack): Make TaskInputs use ResolvedVc (#77700)
It's totally valid for `TaskInput`s to use `Vc`, but `ResolvedVc` is marginally more preferable for a number of performance and functionality reasons (a sane `Eq`+`Hash` impl, doing work more eagerly, synchronous downcasting support).
