test: re-enable `module: "preserve"` test in tsconfig-verifier
The test was skipped waiting for the repo to upgrade past TypeScript 5.4.
The repo is now on TS 5.9.2, so this can be re-enabled. The inline
snapshot for the non-strict-route-types path has been populated.
