next-core: deserialize next.config env and output file tracing globs into typed maps The config schema already types these: env is Record<string, string> and outputFileTracingIncludes/Excludes are Record<string, string[]>. Store them as OrderedIndexMap<RcStr, RcStr> and OrderedIndexMap<RcStr, Vec<RcStr>> instead of JSON. The schema only warns about other shapes, so the deserializers keep the previous leniency: non-string env values are stringified like the JS side does, and tracing globs that aren't strings in an array are skipped.
