Delete old navigation response handling implementation (#87149)

This completes the migration of navigation response handling to the new
Segment Cache and PPR-based implementation.
Most of this PR is just deleting vestigial code. No behavioral changes
are expected. The substance of the migration was completed in earlier
steps.
