fix: next rspack binding NextExternalsPlugin (#84303)
1. Added functionality to change the package name in the rspack release
CI.
2. Fixed a bug in the get_resolve method of the NextExternalsPlugin.
3. Prepared the @next/rspack-core for the 1.0.0 version release.
